SUBJ: DIRECT ACCESS DATA BREACH AND OPERATING STATUS – SITREP 3

1. Purpose. This ALCOAST announces the availability of additional
Multi-Factor Authentication (MFA) options for non-CAC users of
Direct Access, including email and authenticator applications, in
addition to existing phone call and text message methods.
2. Key Updates.
a. Retirees, annuitants, beneficiaries, including individuals
using a CAC from another agency are considered non-CAC users and
must log in via other MFA options.
b. Non-CAC users now have additional MFA options including the
ability to receive login codes by email or by using an authenticator
application, which is a secure application on a smartphone or
computer that generates codes for added security and convenience.
c. Active-duty members, Coast Guard civilian employees, and other
Coast Guard CAC users are not impacted by this change and will
continue to authenticate using their CAC credentials only.
3. Actions (Non-CAC users). a. MFA enrollment is mandatory. Users not yet enrolled should
promptly follow the user guide or contact support to prevent delays
in accessing DA pay, benefits, and tax information, especially
during tax filing season.
b. No action is needed for users currently enrolled in MFA who
are satisfied with phone or text methods. To switch to email or an
authenticator application, follow the user enrollment guide provided
below or by contacting support.
4. Actions (all users).
a. Ensure all contact information in DA is current to receive
important correspondence and support.
b. Follow all cybersecurity protocols and report suspicious
activity to CGCYBER CSOC at 1-866-424-2478 or CGCYBER-SOC@uscg.mil.
c. Look for updates on the DA login screen and the Pay and
Personnel Center (PPC) website at:

d. Relay this message to any known retiree, annuitant, or
beneficiary who may not regularly access the public message board to
maximize awareness.
